PQA invites public comments as part of its inaugural Annual Measure Public Comment Period, providing measure users and other interested parties with a dedicated opportunity to review and comment on planned measure activities. During this year’s comment period, interested parties are invited to review planned Measurement Year 2027 measure updates and measures proposed for retirement in 2027 and 2028.
This new annual process reflects PQA’s commitment to transparency, collaboration, and continuous improvement across the measure life cycle by providing a predictable opportunity each year for public input. The deadline to submit comments is Friday, September 18, at 11:59 p.m. ET. Learn more below.

Advancing Whole-Person Care
Shantanu Agrawal, Chief Health Officer at Elevance Health, explores how commitment to whole-person care can help reduce unnecessary barriers while making healthcare easier to navigate. “As healthcare becomes more specialized, one of the industry’s biggest opportunities is not simply improving individual services. It is creating a more connected experience that helps people move through the healthcare system with greater clarity, coordination, and support.”
Improving Adherence Through Digital Outreach
Recently published Kaiser Permanente research finds adaptive digital outreach significantly improves short-term statin adherence among adults with atherosclerotic cardiovascular disease (ASCVD), or high ASCVD risk, who have reported nonadherence. The initial digital outreach yielded a 14.4% refill rate in 14 days compared with 12% under usual communication, showing that low-intensity digital nudges can trigger prompt patient action.
Supporting Adherence in Multiple Sclerosis Care
UPMC Health Plan‘s Melissa Seifert explains how managed care pharmacists guide disease-modifying therapy selection and address adherence barriers in patients with multiple sclerosis. “With so many treatment options available, clinical pharmacists in the managed care setting can support providers and care teams by looking at things like formulary coverage, prior authorization requirements, safety considerations, and patient-specific factors that may impact which therapy is the best fit.”

Input from measure users and other interested parties has always been central to PQA’s measure development and maintenance activities. Beginning in 2026, PQA will launch an annual public comment process that provides a dedicated, predictable opportunity to review and comment on planned measure activities. Comments submitted during the public comment period will be reviewed and synthesized to identify implementation considerations, recurring themes, and opportunities to strengthen measure stewardship. PQA team members will review the comment period results during the 4th quarter PQA Member Webinar in advance of the PQA member voting window.
