Ben Shirley
Senior Director, Performance Measurement

Ben Shirley serves as the Senior Director of Performance Measurement. He oversees new measure development, innovative pilot projects, and PQA’s external consensus-based measurement activities. Alongside the Performance Measurement Team, he works to ensure that PQA measures are scientifically robust, evidence-driven, and high-impact.
Shirley is recognized as a subject matter expert in measurement and serves on the Partnership for Quality Measurement (Battelle) Endorsement and Maintenance Standing Committee.
Shirley previously worked at IMPAQ International (since acquired by the American Institutes for Research), where he supported federal claims-based and electronic quality measure development projects in the domains of care coordination and patient safety. His work at IMPAQ also included analytic and operational support for the federal health insurance marketplaces. Mr. Shirley has a Bachelor’s of Science in Health Policy and Management from the Gillings School of Global Public Health at the University of North Carolina.
